Please read the “Wood Acres Airpark Vision and Architectural Standards” before reading these FAQ’s.
Some answers contain wording that is used in the CCR’s which have now been recorded with Ralls County.
Are there CCR’s and restrictions for the Airpark?
Yes, there are CCR’s that cover the formation of the HOA, Flight Association, and Architectural Committee. The HOA is a Missouri non-profit Corporation. The HOA owns the common ground set aside for the runway. All lot owners will be voting members of the HOA and have use of the common areas per the CCR’s
The CCR’s also addresses the permitted uses and restrictions of the different lot styles available.
The CCR’s have been recorded as of July of 2021.
Can multiple people own a lot and operate multiple aircraft off the airfield?
Yes and No. There is no restriction to the number of aircraft you operate as long as they are hangared. The intent is to limit each lot to one owner and one flight certificate which gives that person, their spouse, and children under a certain age use of the runway. If property is owned by more than one non-related person, there will be the option to purchase one additional flight certificate per lot, so that co-owner can have airfield access. What we do not want is to see a flying club, buy a lot and create a nuisance for the existing residents.
Can I lease my hangar or home?
We are discouraging any short-term home rentals due to the safety issues of being in an Airpark Environment. Homes may take one rental per year for a minimum of 90 days per year. All rentals will be approved by the Board.
You may rent out your hangar with your home, however your flight certificate and airfield privileges will pass on to your renter with the voting rights staying with the owner.
Lastly, you may rent space in your hangar to anyone who possess a non-resident flight certificate.
Is Wood Acres Airport 7MO1 a public airport?
Wood Acres Airport is not a public airport. It is designated as a restricted landing area and those using the runway accept all risk associated with using the runway. Prior permission of the Airport manager is required before using the airfield.
Can I have visitors fly in to visit?
Each member is allowed 12 fly in guests per year for a maximum of 5 days. Guests may tie down in the common area tie downs or at the members hangar.
It shall be the responsibility of each Member to register his or her Guest with the Airport Manager prior to the Guest making any landing or takeoff at the Airport. At the time of registration, the Member shall verify to the satisfaction of the Airport Manager that the Member has briefed his/her Guest on the applicable terms of these Safety Regulations regarding Aircraft Operation.
What are the monthly dues going to be for the owners? Are the first few owners paying all the expenses?
Dues are starting out at $100 per month per lot payable yearly. Any shortages will be covered annually by the declarants until the HOA is self-supporting.
Some lots are very large, can lots be subdivided?
No owner may subdivide their lot. One of the most desirable aspects of Wood Acres Airpark are the very large lots with its resulting low density.
Who maintains the runway and common areas?
The HOA is responsible mowing and maintaining the runway and common area.
Can an owner take on some of some of the maintenance in place of the monthly dues?
This will be considered and the exchange rate for such services will be determined by the Board.
Can owners serve on the HOA and various committees? Is there any payment established for these positions?
It is our hope that the Board and all committees will be filled by member owners. These are unpaid positions.
Can I store trailers or campers on my lot?
Owners and Guests may park automobiles of the private passenger class and pickup trucks not exceeding one ton may be parked on the side of any Lot; provided that any such parking area shall comply with the same setback requirements as the residential dwellings and are approved by the Architectural Control Committee. During the months of May through October, boats on trailers may be parked on the back or side of any Lot; provided that any such parking shall be attractively concealed from neighboring Lots, roads or streets, and then only with the prior approval of the Architectural Control Committee. No trucks, campers, trailers, recreational vehicles of all types, equipment, horse trailers, motor homes, or any motorized or non-motorized vehicles or trailers may be parked or stored on any Lot except within a private garage or hangar. No motor vehicle, disassembled motor vehicle, or disassembled aircraft that is under repair or not in operating condition shall not be placed or permitted to remain on any taxiway, street or streets, or any portion of any Lot, or Lots, in Wood Acres Airpark, unless it is within an enclosed garage or hangar.
Can I have pets or horses?
All animals, including dogs, must be kept within a fenced area as approved by the Architectural committee, encaged or otherwise controlled, and not be allowed to wander off or fly about. There shall be no commercial breeding, raising and/or boarding of any animals. At no time will horses, cows, swine, guinea hens, peacocks, geese, goats, burros, donkeys, chickens, ducks, lamas, camels, or any other non-domestic animal be allowed within the subdivision. A maximum of two (2) domestic animals consisting of dogs, cats, or other animals approved by HOA may be housed or kept on a Lot subject to compliance with this Declaration and the rules and regulations adopted by the Association from time to time. All animals shall be always kept on Owner’s property or on a leash. All animals shall be under the direct control of the owner and on a leash whenever within 100’ foot of any landing area, road or taxiway.
How long do I have to complete my home?
You must complete construction within 12 months of starting construction. Landscaping must be completed no later than 18 months after the start of construction.
Are there written setback requirements?
Yes, these are covered in the CCR’s. Setbacks are designed to help keep the openness of the development and to allow entryways, drives, and front lots look properly scaled for the lot size.
There are also setback from the runway area to protect the flight transition zone.
Can I have ATVs and other sorts of vehicles?
Yes, but with restrictions. It is imperative to remember that operation around aircraft can be dangerous. Also, the peace and serenity of the homeowners is also important. No ATV’s, trail bikes, go-carts, golf carts, motorcycles or motor-driven vehicles of any kind shall make use of any common area, easement or vacant lot within Wood Acres Airpark without the prior consent and approval of the Association and/or the applicable Lot Owner, which approval may be withheld for any reason or no reason.
All use of the aforementioned vehicles will abide by the association rules pertaining to such operation to ensure the safety of both the operator and other vehicles and aircraft on the property.
Are there utilities to each lot?
Yes, rural water and underground power runs down the road in front of each lot. We didn’t want to see overhead lines running through our Airpark, so everything was buried to protect the openness of the vista. It is the lot owner's responsibility to arrange for connection to these services.
Each lot will have to have their own septic system as approved by Ralls County.
Is there any internet service in the area?
Fiber Optic is available thru Ralls Technologies.
Can I have a pool?
Inground only pools are allowed that are approved by the Architectual Committee. No above or temporary pools are allowed.
Can I buy a lot and park an RV or travel trailer on it for weekend use?
No, this is a residential community for Permanent Homes and Hangarminiums.
Can I have guest visit with a RV or Travel Trailer.
An owner may have a visiting guest in an RV or Travel Trailer for no more than 21 days in any calendar year.
Can I live in an RV or Trailer while I am building my home?
With approval Yes. No garage, hangar, trailer, mobile home, motor home, motor vehicle, or any temporary structure of any nature may be used temporarily or permanently as a residence on any Lot or tract unless approved by the Association. Any approval shall be for a temporary time period only during construction and the Association at its sole discretion shall have the authority to immediately withdraw such temporary approval for any reason, whatsoever, at any time with a 3-day written notice.
Can I run a Bed and Breakfast or other commercial activity out of my home?
On any lot designated either single family residence or hangar lot, no hotel, store, multi-family dwelling, boarding house, guest ranch, halfway house, orphanage, rehabilitation facility, daycare center, nursing home, or any other place of business of any kind, and no hospital, sanitarium or other place for the care or treatment of the physically or mentally sick or for the treatment of disabled animals shall be erected or permitted upon the premises of any residential Lot, or any part thereof.
Commercial Activities shall be permitted but limited to any gainful occupation engaged in by an occupant of a dwelling unit including, but not limited to, handicrafts, dressmaking, office of a clergyman, teaching of music, dancing, and Aviation or other instruction, and other like occupancies which meet the following requirements:
· In no way shall the home occupation cause the premises to differ from its residential character in the appearance, lighting, or in the emission of noise fumes, odors, vibrations, or electrical interference.
· The use is clearly incidental and secondary to the use of the dwelling for dwelling purposes.
· The used is conducted entirely within a dwelling or its existing accessory building and is carried on by inhabitants of the dwelling place.
· No article shall be sold or offered for sale on the premises, except such as is produced by the occupants on the premises.
· The use does not adversely affect the uses allowed or permitted in the zone in which it is to be located.
· The use requires no additional off street parking space.
· Not more than one-fourth of the gross area of the Residential dwelling may be devoted to such use, whether said use is carried on in the Residential dwelling or in an existing accessory building.
· All visits by clients and/or customers shall occur between the hours of eight o’clock (8:00) A.M. and six o’clock (6:00) P.M.
The Airpark is out in the country; can I burn my trash and garbage?
No open fires or burning shall be permitted on any Lot at any time and no incinerators or like equipment shall be placed, allowed or maintained upon any Lot. The foregoing shall not be deemed to preclude the use, in customary fashion, of outdoor residential barbecues, grills, fireplaces or fire pits.
I already own a home in the area, can I buy a lot and build just a hangar and operate my plane off of the airfield?
Yes, this is allowed. You will still be required to have appropriate landscaping and your placement of the hangar will need to accommodate either a home or addition depending on which lot you pick. You are not required to build the additional home or hangarminium, you just need a plan for any future upgrades by you or someone you may sell your lot to. Your Architectural committee will help you through this process.
Am I required to be a pilot and do I need to own an airplane to buy a lot.
No, although this is an airpark and many of your neighbors will be aviators, you are more than welcome to join our community. There will be some restrictions on what you build so if your property changes hands, the property will be suitable for people with airplanes. Your Realtor can explain this further.
I am retiring in 3 years; can I buy a lot and build later?
Yes, no problem. The building time requirements are from when you start building till you finish building. We just don’t want multiyear building projects that effects the tranquility of the neighbors.
I hear one of the owners loves to have seafood boils, is this true?
Yes, this is a well-known fact.
